Entities exempt from needing a liquor licence
The following entities are exempt from liquor licensing requirements:
- hairdressing salons
- limousines
- retirement villages.
The exemption will apply when supply of liquor is limited to two standard drinks per person, per day.
Exemptions for gift baskets and floral arrangements
You are exempt from liquor licensing requirements if your business sells liquor as part of a floral arrangement or gift basket. The following criteria must be met to be exempt from requiring a licence:
- the sale is part of a florist’s business or the business of a person selling gift baskets
- the quantity of the liquor is not more than two litres and, if the liquor includes spirits, the quantity of spirits is not more than one litre
- the floral arrangement or gift basket must be delivered as a gift to an adult other than the purchaser of the floral arrangement or gift basket
- the gift is to be delivered to a place other than the business where the sale was made
- the total value of the liquor and the container in which it is supplied is not more than 75 per cent of the gift’s sale price.
- the liquor was purchased on a retail basis.
Exemptions for bed and breakfast accommodation or host farm accommodation
You must meet the following criteria to be exempt from requiring a licence for bed and breakfast accommodation. The business must:
- provide accommodation and breakfasts to guests
- be conducted on premises (other than a caravan, caretaker’s or manager’s residence, flat, home unit, hostel, hotel, lodging house, motel or relocatable home) by a person who lives on the premises
- cater for a maximum of six guests at a time
- provide accommodation for a guest for a maximum continuous period of 14 days.
You must meet the following criteria to be exempt from requiring a licence for host farm accommodation. The business must:
- provide accommodation and meals, or food for preparing meals for guests
- be conducted on a farm involved in primary production by a person who manages, and lives on, the farm
- cater for a maximum of six guests at the same time
- provide accommodation for a guest for a maximum continuous period of 30 days.

Internet sales
In Queensland, there is no licence or permit available to allow the sale of liquor over the internet on sites such as eBay, with the exception of commercial hotel, producer/wholesaler or wine producer licences.
Liquor cannot be sold over the internet as an individual product. However, gift basket businesses or florists may sell liquor over the internet as part of a gift basket containing a selection of other products, or together with a floral arrangement.
