Gambling Community Benefit Committee
An independent community-based committee considers all applications for funding and makes recommendations to the Minister on allocations from the GCBF. The committee considers applications on a quarterly basis throughout the year.
The committee is made up of eight members to represent the interests of the community.
Coralie Kingston – Chairperson
Ms Kingston has worked with government and non-government community service organisations for over 25 years and has been involved in the areas of policy research and program development, service design and delivery, policy advocacy, team management and organisational change. She has been actively involved in the areas of human rights and social justice and is currently employed as Executive Officer, Mission Integration, Mercy Health and Aged Care Central Queensland.
Mark Jeffery - member
Mr Mark Jeffery has worked part-time with the Queensland Council of Social Service (QCOSS) since 2005, is currently QCOSS media and communications officer and also works as a freelance media and communications consultant. He has extensive experience in a variety of areas within the not-for-profit sector. His areas of expertise include homelessness, youth, child safety, religious affairs and church issues, transport infrastructure, performing arts, film and theatre. Mr Jeffery has been a Queensland Branch Councillor for the Media Entertainment and Arts Alliance and a member of the Queensland State Facilitating Committee – Anti Poverty Week 2005-2010.
Richard Bowly - member
Mr Richard Bowly has extensive experience in the hotel industry as the owner and operator of the Southern Hotel, Toowoomba and is a life member of the Queensland Hotels Association. He is a Rotarian, a Paul Harris Fellow and a current director of the Princess Alexandra Hospital Foundation. Mr Bowly has previously held positions with the Queensland Division of the Australian Association of Advertising Agencies, the Queensland Hotels Association and served on the University of Southern Queensland’s School of Management and Marketing Advisory Board.
Fiona Caniglia - member
Ms Caniglia is the Policy and Advocacy Officer for the Ethnic Communities Council of Queensland and works with a number of private sector agencies. She began working as a social worker in acute mental health before moving on to community development and community planning. She has worked with a variety of not‑for‑profit community organisations and is well versed on the challenges faced by the not‑for‑profit community sector. Her experience of working the Department of Housing and Brisbane City Council has given her insight into housing and homelessness issues.
David Ford - member
Mr David Ford was appointed Deputy Director-General, Department of Employment, Industry Development and Innovation and Commissioner for Fair Trading in April 2009. He was previously Deputy Under Treasurer from 2005-2009, following a period as Deputy Director-General in the Department of Tourism, Fair Trading and Wine Industry Development and a decade as Executive Director of the Queensland Office of Gaming Regulation within Queensland Treasury. His responsibilities include the Office of Liquor and Gaming Regulation, the Office of Racing, the Office of Regulatory Policy and the Office of Fair Trading. He has been a member of the South Bank Corporation and has previously served on the boards of the Breakwater Island, Jupiters and Reef Hotel Casino Community Benefit Funds.
Monica James - member
Ms Monica James is the Community Services Manager for Quilpie Shire Council in South West Queensland, and works in a wide variety of areas including economic and community development, tourism, community events, sport & recreation and physical activity. As an active member of many business, cultural and sporting organisations in her region, Monica has a good understanding of needs of organisations and the difficulties small clubs and groups face.
Rae Kelly - member
Ms Rae Kelly has had extensive experience delivering services to the Indigenous and wider communities. She is also involved with community organisations that provide services to women, family, mental health and social and emotional wellbeing. She is a member of the Board at Innisfail Warrina Aged Home and a member of the Mona Mona Mulmba Corporation.
Julie Strudwick - member
Ms Julie Strudwick has been involved in the clubs industry for 18 years and in the hospitality industry for 22 years. She has held many positions during this time including General Manager of Moreton Bay Boat Club, member of Clubs Queensland and Zone Chairman of the Sunshine Coast and a Board Member of Clubs Queensland. Her years of involvement with sporting groups, clubs and charities have been very rewarding and give her an insight into the needs of these organisations.
